How Deep Should Mulch Be?
Mulch should be 2–4 inches deep for most beds. Use 2–3 in of fine or composted mulch and 3–4 in of coarse wood chips, and keep it 4 in back from trunks.
The Short Answer
University of Illinois Extension recommends a 2–4 in layer of mulch on well-drained sites:

That’s enough to hold in moisture, smooth out soil temperatures, and keep most weeds down, without smothering roots.
Too Much Mulch
More isn’t better. A thick layer mats down, sheds water instead of letting it through, and cuts off oxygen to roots, which can lead to shallow roots and root rot.
The classic mistake is the mulch volcano: mulch heaped up against a tree trunk. Illinois Extension warns that piled mulch can soften the bark and lead to insects, disease, and girdling roots. Keep mulch at least 4 in away from the trunk, spread flat. If a tree already has a volcano, pull the mulch back several inches to expose the base of the trunk.
Topping Up
Mulch breaks down over a season or two. Only add more once the old layer has decomposed, and add just enough to bring it back to 2–4 in. Piling a fresh 3 in onto beds every spring is how many yards end up with 8 in or more.
